No. All are not. Look at Gallente Frame I put as example. Only the Amarr is given such an armor penalty.

As a comparison, STD variant : Ammar : 360 Shield 510 Armor 175 Stamina 3.65 Movement speed Gallente 390 Shield 446 Armor 100 Stamina 3.85 Movement Speed You see the armor value difference ? 102 missing HP !

If we follow that logic, then the Flux Active Scanner (STD variant) should receive an increased angle, to match the behavior of PRO variant. There is no logic otherwise.
